Cost transformation is moving from a defensive cost-cutting exercise to a strategic lever for growth. Yet Deloitte’s 2026 survey shows that leadership confidence, public commitments, and ambitious cost- savings targets are outpacing execution and delivery realities. While 67% of executives expect to meet or exceed their overall transformation targets this year, only 14% achieved or exceeded their program savings targets in 2025. This suggests that disciplined governance, clear accountability, realistic investment assumptions, and early attention to execution barriers are critical to capturing measurable value.
Cost transformation is becoming a growth strategy
Funding revenue growth emerged in the survey as the leading trigger for cost transformation, ahead of cost reduction and margin improvement. The finding underscores a broader shift in how companies are approaching cost management: rather than treating transformation as a defensive response to pressure, leaders are increasingly positioning it as a strategic lever for funding technology, talent and market expansion.
Public commitments are raising the stakes for execution
Cost transformation is no longer confined to internal operating plans. As organizations increasingly communicate their transformation efforts through earnings calls, investor materials and public announcements, these programs are becoming more visible to boards, shareholders and the broader market. Deloitte’s research found that 76% of organizations have made, or plan to make, their transformation commitments public, increasing the importance of execution and credibility.
A Deloitte analysis of Fortune 100 restructuring announcements adds to this pressure. Announcements framed proactively around growth, efficiency, or strategic investment were associated with stock-price gains of 5-20% within three trading days, while announcements linked to missed earnings, margin pressure, or competitive distress were associated with declines of 3-26% over the same period. The analysis suggests that market context and the framing of transformation may influence investor confidence in cost transformation programs.
AI ambitions are exposing broader execution challenges
Technology modernization and AI-enabled automation rank among the most important priorities within enterprise cost transformation. However, 55% of organizations pursuing AI-enabled transformation say their current technology systems cannot adequately support these goals. The research also points to a broader organizational challenge: human barriers — including skills gaps and workforce adoption rates — are among the leading obstacles to AI-enabled savings.
In other words, the research indicates that AI is a people transformation challenge that happens to require technology, less so a technology challenge that requires people. Organizations that invest in tools without also investing in business process redesign, workforce transition, governance and operating model changes may struggle to use AI as a sustainable transformation lever.
The economics of savings matter more than ever
Successful cost transformation requires more than ambitious targets. Deloitte found that 77% of organizations expect to invest between $0.20 and $0.90 for every dollar of savings targeted, yet only 24% account for value leakage when setting goals. Without realistic assumptions about upfront investment and the erosion of value during execution, programs may appear compelling on paper but generate materially less value in practice — demonstrating why disciplined planning, governance and realistic investment assumptions are essential to turning savings targets into realized value.

Deloitte’s “2026 Enterprise Cost Transformation Survey” polled 500 C-suite, vice president, and other senior business leaders across North America (71%), Europe (16%), and Asia Pacific (13%) in April 2026. More than half of respondents represented publicly traded organizations with annual revenues above $5 billion.
The research also includes a Deloitte analysis of 21 Fortune 100 restructuring announcements from 2023 through 2025 to examine the effect of cost restructuring positioning on stock price movements.
